Executive Summary

The Council for the Homeless is dedicated to preventing and ending homelessness in Clark County, Washington. Since 1989, CFTH has been at the forefront of addressing the county’s homelessness crisis. CFTH coordinates service providers and agencies to provide housing programs, supportive services, share data and expertise, and leverage resources. The collaboration expands access to short and long-term housing solutions for people experiencing homelessness, while increasing coordination across healthcare, behavioral health, education, and justice systems.

CFTH operates the Housing Solutions Center (HSC), the county's main access point for homelessness and housing assistance services. Through the HSC, people in need are connected to emergency shelter, motel vouchers, rent assistance, outreach services, and housing coordination. The HSC staff conducts housing screenings for program placement in one of 35 programs operated by 13 partner agencies, including CFTH programs. Clients receive specific and timely assistance to resolve their homelessness or remain stably housed.

Over half of the CFTH leadership team has experienced homelessness. This firsthand experience and on-the-ground approach fosters compassion and understanding, enabling CFTH to empower clients to identify and achieve their housing goals. This includes outreach staff visiting people in encampments, tents, cars, or on the streets, meeting people where they are to provide support.

Education and advocacy are crucial to CFTH’s mission. These efforts integrate the voices of people who have experienced homelessness, trauma, and discrimination, with data and policies to present the comprehensive and complex reality of homelessness and inspire the public and policy makers to participate in reaching solutions.
