Executive Summary

American democracy needs a reset. The American political system is deeply divided and unproductive; it grants outsized power to extreme, illiberal factions; it does not provide equal opportunities for voter participation or other public feedback, and it fails to respond to long-term challenges and immediate human needs. Parties are the lifeblood of democratic participation and how most Americans organize their political engagement – but there must be more than two, to allow flexible, productive coalitions.

The Center for Ballot Freedom will build the power, political relationships, and popular support needed to advance a multiparty democracy movement. It will promote the concepts of multipartyism and proportional representation, drive innovative policies expanding the boundaries of participatory democracy at the local, state, and national levels, and strengthen the movement to continue growing.
